Essay

Object of research: public administration of formation of the civil service personnel potential. The objective is substantiation of theoretical bases and development of practical recommendations on improvement of mechanisms of formation and implementation of the civil service personnel potential. Methods: hypothetical-deductive method of the thesis research methodology formation, deductive proof of the hypothesis, structural-functional analysis, a number of comparative methods, statistical method, prognostic method, theoretical-conceptual method. Results: the scientific task of the theoretical bases development and scientific and applied recommendations substantiation on improvement of mechanisms of formation and implementation of the civil service personnel potential. Novelty: the need to intensify the institutional and legal mechanism of state influence based on the introduction of innovative management of professional development of the civil service personnel potential as a type and result of social activities of the state personnel policy implementation; further improved: the system of organizational mechanism of the civil service personnel potential of Ukraine, as an agreed set of tools and methods of the personnel process influencing; methodological approaches to the study of social aspects of public administration in the process of professional development of the civil service; further developed: systematization of foreign experience in implementing the mechanisms of public administration of formation of the civil service personnel potential, methodological foundations of mechanisms of formation and implementation of the civil service personnel potential, professional development of civil servants, improvement of the system of professional training, retraining and advanced training of management personnel. Implemented in the activities of: the Headquarters of the SES of Ukraine in Kherson region, Kherson Regional State Administration, the National University of Civil Defence of Ukraine. Application field: public administration, local authorities and self-government, public organizations.
