Essay

The thesis explores the problem of professionalization of adult education in Germany; the role of German universities in establishing the idea of academic continuing education and further academic professionalization of adult education is substantiated. The issues of training specialists for the sphere of adult education are covered in historical and legal (chronology of events of the approval of the role and status of the adult education specialist, international documents of declarative fundamental character) and research (foreign and national researches) directions. The definitional diversity of the problem is revealed – the use of a large number of related concepts associated with the professional training and activities of andragogues as specialists and educators for adult education. On the basis of the content-context analysis of educational programs of andragogues training in universities of Germany the characteristic features of andragogues academic training in German universities were determined (lack of federal sectoral legislation, the regulation of adult education by land laws; the availability of staff with appropriate qualifications as a prerequisite for public funding of adult education institutions; increasing the number of adult students in universities; the implementation of academic training in universities as a process of acquiring professional competencies andragogues and a form of educational practice of adults; the two-tier system of academic training; the unification of the educational processes of the different universities to ensure mobility; availability of qualification opportunities in adult education; «marginalization» of adult education / continuing education; profiling of master’s programs, the specification of the focus of «adult education / continuing education» markers of specialization; the dominance of the research component of the master’s degree programs; extensive employment opportunities as a condition for the development, accreditation and re-accreditation of educational programs; a clear definition of the framework conditions for the professionalization of adult education). The theories of professionalization as the conceptual basis for the professional training of andragogues in Germany were analyzed. An overview of the current state of adult education / continuing education offers in Germany was carried out on the basis of the traditional German educational reference literature (Studienführer Erwachsenenbildung / Weiterbildung (DIE) – Study Guide «Adult Education / Continuing Education» (German Adult Education Institute); «Dokumentation von Studienangeboten der Erwachsenenbildung / Weiterbildung unter Einbezug von berufsbegleitenden und weiterbildenden Studiengängen in Deutschland» aus dem Jahr 2015 (Witt & Müller, 2015) – «Documentation of training programs in adult education / continuing education including full-time and part-time programs in Germany» from 2015 (Witt & Müller, 2015); the resources of the authoritative information portals Hochschulkompass (University Compass) of the University Rectors’ Conference (HRK) and Studium.org of the The German Society of Educational Science (DGfE). The role of universities in establishing the idea of academic continuing education and further academic professionalization of adult education in Germany was substantiated. The system of recognition, certification and advanced training of adult education specialists in Germany is disclosed. The issues of forming and fixing the professional habitus of adult education specialists were revealed. The results of comparativistic analysis of Ukrainian and German experience in constructing andragogues’ profile are presented. The state and prospects of adult education and andragogues training in Ukraine are characterized. The contents of the educational program «Adult Education» of the specialty 011 «Educational, pedagogical sciences» of the second (master) level of the higher education tested at the faculty of pedagogy, psychology and social work of Yuriy Fedkovych Chernivtsi National University is presented. The program was developed on the basis of comprehension of the German experience of andragogues training and proposed as a result of socially motivated, scientifically justified, planned and implemented measures of training the future specialist of adult education in the institution of higher education in Ukraine. The possibilities of creative use of constructive ideas of German experience in the process of professionalization of adult education in Ukraine were identified.
