In recent years Ukraine has been consistently working on transition from a medical, social and legal to biopsychosocial model of understanding the disability. According to it, people with disabilities will be able to lead an independent lifestyle and actively participate in all its aspects by receiving social and rehabilitation services; implementation of measures to ensure education, day care services, employment; health care; creation of an inclusive society and conditions for their integration into the communities life; creation a barrier-free environment for low-mobility groups; ensuring active cooperation of state bodies and non-governmental organizations for people with disabilities in solving the problems of people with disabilities. The object of the research is the social rehabilitation of children and youth with disabilities. The subject if the thesis is the socio-historical development of the rehabilitation centers for children and youth with disabilities during the independence of Ukraine. The purpose of the study: to develop integral theoretic analysis of the socio-historical and paradigmatic changes in the development of rehabilitation centers for children and youth with disabilities; to determine the development prospects for abovementioned centers. The dissertation characterized the theoretical foundations of studying the development of rehabilitation centers for children and youth with disabilities through the study of the concept of «disability» in the context of modern scientific knowledge; the analysis of the concept of rehabilitation of children and youth with disabilities and its social and historical changes is represented: from isolation to integration and inclusion; using an institutional approach, the ways of development of rehabilitation centers for children and youth with disabilities are substantiated. The analysis of requests for rehabilitation services for children and youth with disabilities, structural and functional analysis of the rehabilitation system for children and youth in the context of various ministries to highlight the prerequisites for the establishment of rehabilitation centers for children and youth with disabilities in Ukraine since its independence. The parent-community movement is considered as an indicator of social needs in the rehabilitation of children and youth with disabilities. The stages of development of rehabilitation centers for children and youth with disabilities in Ukraine are highlighted. The content and organizational aspects in development of the rehabilitation centers for children and youth with disabilities were characterized. Prospects for the development of rehabilitation centers for children and youth in the system of social services in Ukraine are presented. In scientific research, the dynamics of practical development of the rehabilitation centers for children and youth with disability on the example of centers of socio-psychological rehabilitation for children and youth with functional limitations of c. Kyiv are described. It foresees rehabilitation programs integration to the direction of providing specialized social and pedagogical services through the allocation of special formations for the creation of the institutions for the development of children and youth as a legal unit. It was stated, that the democratic development of the rehabilitation centers for children and youth with disability since the Ukrainian independence precede such factors: civic-parents movement for the children with disability; internal state regulatory and legal support, that was coordinated with international conventions about observance of rights of people with disability; strengthening decentralization processes and civil society development; the terminology for disability and rehabilitation of children and youth with disabilities has been clarified; the rehabilitation practices, that exist in rehabilitation centers for children and youth with disabilities. The rehabilitation centers are the intermediate stage at the community level, they cannot be considered as the final result. The rehabilitation services system should be formed from the people with disabilities needs, their families and communities they have been living in. The practical significance of the obtained results is that the prospects for the development of rehabilitation centers for children and youth in the system of social services in Ukraine have been developed. Theoretical and practical provisions of the dissertation can be used in the preparation of curricula, plans, development of special courses, guidelines, textbooks; organization of the educational process for the future social workers in higher education institutions; in the system of postgraduate pedagogical education in order to improve the skills of social workers and the social services provision quality.
