Essay

Dissertation is devoted to the solution of the issue which is actual for the Science of Public Administration; the issue was to improve the public administration mechanisms of distance learning in general secondary education institutions (GSE) on the basis of conceptual, methodical and applied components development. The complex public administration mechanism of distance learning in GSE Institutions has been substantiated and such its components as organizational, personnel and ethical mechanisms have been improved. Terms of reference for introduction of electronic "profile of GSE Institution teacher" as a tool for implementing the personnel mechanism of public administration of distance learning in GSE Institutions, have been developed for the first time in this thesis. The changes to the following mechanisms have been substantiated: the organizational mechanism of public administration of distance learning in GSE Institutions by implementing an assessment of educational and management processes of educational institutions and the education internal quality assurance system by the criterion "readiness of GSE Institutions for distance learning"; personnel mechanism - by extending the criteria, which are used to conduct the certification of teachers, by a criterion as "readiness of the teacher to conduct distance learning"; ethical mechanism - by extending the list of criteria, which are used to assess the observance of academic honesty in the educational process. The content aspect of the main categories has been improved: “public administration mechanism of the GSE system”, “public administration mechanism of distance learning in GSE Institutions”, “organizational mechanism”, “ethical mechanism”, “personnel mechanism”, it provided a systematic approach to improvement of GSE system public administration mechanisms. The analysis of domestic and foreign practice regarding the features of public administration of distance learning in GSE Institutions was conducted, this has provided grounds for outlining the development of distance learning in Ukraine. The system of GSE has been analyzed as an object of public administration; the place and role of public administration in the system of GSE were identified, this has allowed to elaborate recommendations for the implementation of state educational policy regarding assurance of the functioning and development of distance learning in domestic GSE Institutions.
