Essay

To identify the object field of formation and implementation of state educational policy in the field of public health, a model of its distribution and areas of development has been developed. This model is based on the identified patterns of development of the education system, which include: 1) the dependence of public education policy in the field of public health on the socio-economic conditions of society; 2) the state educational policy in the field of public health is connected with the functioning of two markets of services, namely the market of educational ambassadors and the market of medical services; 3) the subjects of formation and implementation of state policy in the field of public health form the institutional field of public administration in the field of education and the field of public health; 4) the state educational policy in the field of public health depends on a set of socio-economic, socio-legal, and cultural factors. The proposed model provides a set of prerequisites for its development (1) the state educational policy forms the main sources of training of medical personnel of the health care system of Ukraine as a component of ensuring a high level of public health; 2) public education policy in the field of public health is extremely volatile to reform the health care system, because any structural and substantive changes in the health care system cause a new demand for the education system, and therefore require the adoption of new public administration decisions; 3) the dependence of state educational policy in the field of public health on political will and political stability, which is associated with the implementation of planned reforms in the health care system and the actual implementation of the Law on Higher Education of 2015; 4) the close relationship between public education and personnel policy in the field of public health; 5) the effectiveness of the state educational policy depends on the training and formation of human resources of the health care system, which in turn determines the quality of medical care.). These prerequisites were laid in determining the main areas of interaction between the markets of educational services and medical services. This generally allows determining the areas of coordination of the antagonistic interests of participants in public relations, who are interested in training and retraining medical personnel
