The component model of human capital formation as an innovative way of development of social policy of the state is proposed, among the expected results of which is to increase the efficiency of market and non-market activities; strengthening the health of the population; increase labor productivity; mastering information and communication skills; development and support of gifted children and youth; establishing interaction between state and civil structures; improving the welfare of socially vulnerable groups, etc. The efficiency of human capital is possible by the following indicators: the level of human capital (quality of education, level of immunity, upward vertical mobility); level of physiological capital level of determined indicators of health of adults and children); level of social capital (development of the third sector, values and ethical norms of the population, mental and emotional health).
The definition of social policy, which should be understood as an integral part of the state policy of redistribution of public goods and the creation of a legal framework for the free development of civic institutions, which maintains a balance between the result of social work and the level of social welfare. Problems in the field of social policy implementation have been identified, including: labor productivity and average wages are growing at a rate lower than the rates of the European Union; wages account for a low share of citizens' incomes and, conversely, social assistance and other received current transfers have a large share; there is a significant differentiation in terms of salaries; modal wages are low compared to the average; available category of working poor. As a result, households are unable to maintain a decent standard of living, most of them are unable to realize themselves, and poverty and social instability are spreading. As a result, recommendations were given on the priorities of social policy, the priority goals of social policy in our country; ways to improve the mechanisms of implementation of social policy of Ukraine in the direction of optimizing the regulatory and legal mechanism, organizational and institutional mechanism, financial and economic mechanism, information mechanism, scientific and innovative mechanism.
