The dissertation presents the results of a study of the German Federal Police staff professional training. The state of elaboration of the problem in pedagogical theory and practice have been clarified, the main stages of formation and development of the German Federal Police staff and the specifics of police training are substantiated, modern features of selection and personal requirements for its staff are presented. The organizational and didactic features of the functioning of the German Federal Police staff professional training have been outlined.
The structuring of personnel professional training of the lower, middle and higher levels has been carried out according to target, content, procedural, institutional and diagnostic-effective blocks. It is established that lower-level personnel are trained at seven departmental training and advanced training centers which are subordinated to Federal Police Academy in Lübeck. The training lasts for 2.5 years and ends with an exam for the right to obtain the title of police officer. Middle-level police officers receive higher education at the Federal University of Applied Administrative Sciences for three years. The educational process is organized according to the dual form of education according to the block-modular system. Senior police officers obtain Masterʼs degree in Public Administration at German Police University. Training is also organized by a block-module system, term of study ‒ 2 years, form of study ‒ full-time. The training program for police officers of this category is dominated by disciplines that form skills of scientifically sound application of certain rules of law, acquaint them with the peculiarities of the functioning of related agencies, police structures of foreign countries, form knowledge and develop skills of team management, police units’ administration etc. An important place in the system of professional training of police officers is occupied by physical and shooting training, tactics of coercive means.
The main forms of the educational process organization in German institutions, which provide training for Federal Police staff, have been presented, namely: contact training (classes), independent work, trainings exercises, practical training, and control measures. Training sessions are held in the form of lectures, lectures with elements of practical exercises, seminars with elements of training, practical classes, conversations, project days (weeks), trainings. The results of the comparative and pedagogical analysis of professional training of the German Federal Police staff and the State Border Guard Service of Ukraine personnel have been performed. Possibilities of progressive ideas creative use of German experience in professional training of border guards in Ukraine, namely at interdepartmental, organizational, content, didactic and research levels have been developed.
