In the dissertation the actual scientific task is solved, which consists in theoretical and methodological substantiation of mechanisms of formation and realization of the state policy on the labor market and development of practical recommendations on improvement of employment policy in the conditions of sustainable development. A comprehensive mechanism for improving the organizational and legal support of state policy in the field of employment in Ukraine in the context of sustainable development in its economic, social and environmental aspects is proposed.
In addition, the directions of implementation of foreign experience in effective and efficient state regulation of employment have been improved, taking into account the aspiration and existing potential of Ukraine; ways to improve the system of employment regulation in Ukraine; scientific substantiation of the relationship of social capital with entrepreneurial networks, that provides for the joint investment of resources and business activity to create additional competitive advantages (business creates asset that is converted into value, and the state – the conditions and environment for entrepreneurship and initiative); a set of mechanisms for cross-sectoral, inter-sectoral, institutional, social partnership in the labor market. The scientific substantiation of the structure of state regulatory activity in the field of employment; optimization tools for the development of employment in the Ukrainian labor market; policy measures aimed at increasing the level of human potential as the basis for the country’s competitiveness were further developed.
It is the state, thanks to its potential, essence and monopoly on the development, definition, legislative consolidation of the vectors of development and implementation of large-scale goals, is able to lead the innovative development of the country, develop and implement new economic rules of the game, methods, approaches, policies aimed at expanding economic rights and opportunities, productivity growth within the limits of sustainability, redistribution and reformatting of income and demand, for the development of a sustainable labor market and the provision of fuller employment. The government’s steps in regulating the labor market and employment in compliance with the conditions of consensus and partnership with all stakeholders (government, business, society, academia) is that progressive, organizing part of the decisions that are developed and adopted. The labor market will function for the good of the country if the government’s policy, having learned the experience and best practices of other countries, is aimed at creating jobs in high-tech economic activities with increasing returns, ensuring the general condition for the country’s population through effective management of limited resources, will be promoting the development of human capital, innovation and entrepreneurship, while maintaining unity and fairness. And depending on what choice the country makes, we will get such a reality in the end.
