Essay

The work is devoted to modern problems of formation and development of personnel security in the system of public administration. The paper analyzes the conceptual and categorical apparatus of the study, to characterize the essence, place and role of personnel security in the national security system. The author substantiates that the main components of the conceptual and categorical apparatus of «personnel security of the public administration system» include: 1) staff or personnel (real and potential); 2) the main threats (external and internal); 3) mechanisms for ensuring personnel security (personnel selection; motivation; training and advanced training; adaptation; career growth, etc.); 4) methods of personnel security (socio-economic; psychological; administrative; organizational; disciplinary; information); 5) personnel security actors. The paper systematizes the modern patterns of development of modern mechanisms for the formation of personnel security of public administration abroad. It was found that the basis for the formation of personnel security of the public administration system in Canada and the United States are: the system of personnel mechanisms for selection and selection of personnel, development and rotation of personnel, as well as the system of remuneration and rewards; formation of innovative civil service taking into account modern tendencies and challenges of globalization society; reforming and modernizing the service taking into account the needs of society and state development; formation of contract civil service as a basis for professionalization of civil service; constant development of public administration staff and their evaluation; introduction of business planning in the processes of public administration and introduction of innovative administrative services. In European countries, the basis for ensuring personnel security in the system of public administration is: ensuring the professionalization of public (public service) through the introduction of special educational institutions, the introduction of appropriate courses and educational programs; implementation of personnel development of the public administration system throughout life; implementation of various personnel mechanisms during the selection and selection of personnel; separation of professional and relevant personnel for the state (public service); formation of a rational career of a civil servant in order to use his personnel potential in the civil service; implementation of continuous improvement of personnel technologies for staff development and selection; formation of effective mechanisms of motivation and social protection of civil (public) employees; formation of a positive image of public authorities themselves; formation of employees' respect and esteem for their profession, for the state and public authorities. The study substantiates the introduction of an innovative model of personnel security of the public administration system and identifies the following elements of the innovative model of personnel security of the public administration system: 1) personnel policy in the public administration system; 2) threats to personnel security: physical; financial, intellectual, career, administrative, technological, social, conflict, psychological, informational, image; 3) modern mechanisms for ensuring personnel security: organizational, legal, motivational, economic, control, selection; 4) the Ministry of Human Resources of the Public Administration System in Ukraine; 5) staff; 6) civil society institutions. The author proposes the introduction of the Code of Legislation to ensure personnel security of the public administration system.
