The dissertation presents a theoretical generalization and a new solution of scientific and theoretical problem, which is to substantiate the state regulation of economic security of Ukraine and, based on it, scientific and applied developments to reform existing and create new mechanisms of state regulation in the field of economic security of Ukraine, to identify and solve existing problems in the field of economic security of the state.
Taking into account both direct and relevant factors influencing the state of economic security, an analysis of certain aspects of state regulation of economic security of foreign countries on the example of Poland, China and the United Kingdom of Great Britain and Northern Ireland.
It is established that in the state regulation of economic security and mechanisms for its provision in Ukraine there are a number of problematic issues that do not contribute to economic security. Thus, the concept of state regulation is not enshrined in law, which leads to different interpretations of this concept in the scientific literature, as well as creates inconvenience in the process of its study and use in practice. Given the above, the author's notion of state regulation as a system of measures used by specially authorized bodies is regulated by law and aimed at ensuring the functioning of the state taking into account its integrity, indivisibility, rights and freedoms of citizens as the highest social values. In addition, it is proposed to consider the economic security of Ukraine as the protection of state sovereignty, democratic constitutional order and economic interests of Ukraine from real and potential threats.
During the dissertation research attention was paid to the existing threats in the field of economic security of Ukraine, among which, as the main ones, the following were singled out: 1) the existence of armed conflict in eastern Ukraine; 2) imperfect pre-trial investigation; 3) corruption; 4) the shadow economy, which affect the security situation in the economy. The importance of neutralizing these threats within the framework of state regulation and mechanisms for its provision is also argued.
Among the problems of modern state regulation, taking into account the state of reforms in many industries in Ukraine, as a state in transition, identified: 1) imperfect legal regulation; 2) insufficient use of opportunities for scientific and technological progress.
Among the areas of modernization of mechanisms of state regulation in the field of economic security, priority is given to: 1) education and training of human resources; 2) creation of working conditions in the economic sphere; 3) improving the efficiency of law enforcement agencies, state and judicial institutions and establishing cooperation between them, in particular through the use of scientific and technological progress; 4) the formation of effective right-normative regulation.
