The dissertation substantiates scientific and theoretical approaches to the formation of the mechanism of development of leadership potential of civil servants in Ukraine; methodical and practical recommendations for determining the leadership potential of civil servants and its improvement have been developed. The first section identifies different approaches to choosing leadership styles in the civil service; identified key competencies of leaders in the European Union. The second section analyzes the development of leadership potential of civil servants and identifies the features of training leaders to implement public administration reform. The third section develops a scientific and methodological approach to the formation of a mechanism for developing the leadership potential of civil servants.
