The dissertation analyzes the state of development of the problem of formation of information and communication competence of future specialists in the "Culture and Art" in higher education institutions, defines the conceptual apparatus. During the analysis of state standards of education in the specialty of "Culture and Art" were identified lists of general and special (professional) competencies and program learning outcomes related with ICT and found that the most common and frequently used are: the ability to use information and communication technologies and the ability to search, process and analyze information from various sources. Based on this, the lists of general and special (professional) competencies and program learning outcomes related to ICT are determined and it is proposed to standardize the approach to formulating ICT competence of future specialists of the specialty of "Culture and Art" and related program learning outcomes. It was found that the main requirements for the formation of information and communication competence (ICT competence) of future specialists of the specialty of "Culture and Art" are the social order and a number of international and Ukrainian normative documents outlining the needs of the labor market in modern specialists of the specialty of "Culture and Art", prepared for professional activities using ICT. The review included an analysis, both for the first (bachelor's) level of higher education and for the second (master's) level, the ability to plan and implement art research and projects using information and communication technologies, as well as the ability to present the results of their own research and projects are important. To this end, adjustments have been made to the thematic planning, content filling and educational-methodological support of the normative disciplines "Information and Communication Technologies" and "Computer Information Technologies in Education and Science". The author's definition of the key concept of the research is offered. Thus, under the information and communication competence of the future specialist in "Culture and Art" we understand his dynamic personal training, which is manifested in the ability to use modern ICT tools to solve educational and professional problems of the industry; possession of special software for cultural and artistic education; ability to develop their professional qualities and moral-ethical values through ICT. The pedagogical conditions and methodology of their implementation are determined: motivation of students to increase the level of ICT competence formation; self-reflection and objective assessment of the level of ICT competence formation; educational and methodological support of the educational process (its development and updating on the basis of the competence approach); informatization of the educational process; practical orientation of the set tasks for future professional activity. The effectiveness of the implementation of the model of the methodical system of formation of ICT competence of future specialists in "Culture and Art", organizational and pedagogical conditions and connections between them have been experimentally confirmed. Analysis of the results of experimental implementation of the model of methodical system of formation of ICT competence of future specialists in "Culture and Art" showed its effectiveness and efficiency: the indicators of the students of the experimental groups increased relative to the control groups at a statistically significant level, which is confirmed by the calculated value of the Pearson criterion χ^2.
