Ahmerov O. European experience in the formation and implementation of municipal policy: the institutional dimension

The object of the study is the implementation of municipal policy in European countries. The purpose of the study is to determine the patterns and features of municipal policy in Europe, generalize their experience and reveal its significance for Ukraine through the prism of the institutional dimension. Methods: dialectical, historical, comparative-legal, system-structural, formal-logical methods. In the dissertation research the complex research of institutional and legal bases of the European municipal policy is carried out. It is determined that the optimal organizational structure of local self-government meets both the criteria of local democracy and managerial expediency and is relevant in absolutely all European countries; it is proved that along with the tendency to increase the powers of local government there is a proportional growth of local bureaucracy, which significantly complicates the exercise of public control over municipalities, when traditional models of democratic control are in many cases ineffective, which encourages new forms of organization; the role of benchmarking as an effective management technology aimed at quality management, inherent in both state and municipal government in modern conditions; the necessity of improvement of municipal management on the principles of crowdsourcing and increase of possibilities of participation of the population in development of administrative acts is proved. The results - can be used in: research as a basis for further research on municipal policy; in the study of the experience of the implementation of municipal policy in different European countries, as well as the formation of municipal policy of Ukraine; in rule-making and foreign policy activities to improve and optimize the organizational and legal framework of municipal policy; educational and methodological process, in the development and teaching of training courses "Management of socio-political processes", "Political Science", "Socio-political conflictology", etc.
