The definition of network analysis, which is widely used for planning and managing
digitalization projects in the public sector, has been investigated. PERT and CPM are the
most famous network modeling techniques that have been applied in various projects for
planning and management purposes. However, the capabilities of PERT and CPM are limited,
prohibiting the modeling of many complex networked design forms project. A more flexible
universal network tool that has received increased attention recently is GERT (Graphical
Evaluation and Review Technique), GERT includes functions such as probabilistic branching
(stochastic models), network loop (feedback loops), multiple receiver nodes ( multiple
results) and implementation of multiple nodes (recurring events) that are not available in
PERT / CPM. These GERT functions provide the user with the ability to model and analyze
the most general designs and systems. Since many systemic problems in the real world are
indeed related to probable events, false starts, repetition of actions and multiple results, GERT
is an ideal tool for modeling and analysis. The purpose of the study is to describe the
methodology for modeling the GERT network and the simulation package in the management
of public sector digitalization projects, as well as to demonstrate its capabilities using the
example of project planning of the formalized model "constructive DEVELOPMENT OF
PRODUCT X", as a result of research work in the management of the digitalization project
in the public sector. This GERT review will include a discussion of the use of GERT raw data
for management planning and control, including sensitivity analysis and implementation, to
provide a comprehensive approach to design decisions.
Research is related to the practical application of the formalized model "constructive
DEVELOPMENT OF PRODUCT X" with the help of a stochastic network,
as a conceptual model that can be the final product of the research, and can be an intermediate
step on the way from the previous description of the object to its formalized model in the
project management system of digitalization of the state sector.

The purpose of the research is to develop conceptual provisions, models, methods and
approaches that form the basic principles of digitalization project management in the public
sector for the implementation of knowledge in the development and implementation of
various kinds of projects for all their participants, as one of the success factors.
A formalized model "CONSTRUCTIVE DEVELOPMENT OF PRODUCT X" has
been developed. A formalized model describes an object, the connections of its components
in the language of mathematics and formal logic. Having a formalized model, it is possible
to quantify the effects of the interaction of factors, the structure of the object of development
and implementation in the management of digitalization projects in the public sector.
A scientific and methodological approach to the formation of methods of management
impact on digitalization projects, the process block of the digitalization project management
system was proposed and implemented, a user interface was developed and patented, a
formalized model was developed - as a systemic basic model that generates indicators of the
level of a stochastic network that affect the management of digitalization projects in in the
public sector, as well as in contrast to the existing ones, it takes into account fuzzy assessment
parameters, and allows them to predict them to determine possible problems of interaction
between participants already at the initialization stage of the project. A study was carried out
aimed at solving these problems and is primarily due to the objective need to improve the
efficiency of the implementation of digitalization project management in the public sector.
The object of research is the processes of managing digitalization projects in the public
sector.
