The dissertation is devoted to the development of models and methods of anti-risk management of development projects of providers of housing and communal services. The research aims to increase the efficiency of the management of housing and utility service provider development projects by developing anti-risk management models and methods. The research focused on the management of development projects of housing and utility services providers, incorporating modern models and methods of risk management. A conceptual model of anti-risk management of development projects was proposed, grounded on automation of management and algorithmization of decision-making, process approach in risk management and decision-making, benchmarking, and dynamic organizational structure. A mathematical model of anti-risk management of development projects is presented, allowing an integrated assessment to determine the priority of each development project. The functional model of anti-risk management of development projects offers a comprehensive approach using an integrated assessment to determine the priorities. An information model of forming anti-risk management is aligned with the functional model through an ERP system. The method of anti-risk management of development projects integrates: implementation of management automation and decision-making algorithmization; a process approach to risk management and decision-making; a dynamic organizational structure for management of development projects; and benchmarking. This comprehensive approach enhances efficiency by minimizing risks and maximizing economic outcomes. The refined method of forming a dynamic organizational structure of development projects prioritizes client-oriented work and consumer values, fostering quality services. This approach also facilitates swift issue resolution, encourages internal competition for the improvement of their work, and achieves synergy between project and functional activities. The competencies development method has received further development. It focuses on the development of the competencies of the team members and the evaluation of their effectiveness. This approach enhances the team's professionalism, aligns with the HCSP's mission, and strengthens client trust. It also helps to optimize work at all stages, improving communication and coordination while effectively managing risks. The object of the study is the processes of anti-risk management of development projects of providers of housing and communal services. The subject of the study is models and methods of anti-risk management of development projects of providers of housing and communal services. The methodological basis of the dissertation research is the system-, process-,competence- and functional approaches, system analysis, benchmarking, risk management, expert analysis, principles of ergonomics, and economic and mathematical modeling.
