In the dissertation on the basis of comprehensive analytical study of professional sources of foreign and domestic legal, philosophical, political science the theoretical and legal substantiation of urgency of a subject of research is carried out. It is stated that nowadays the problem of parliamentarism, in particular the main factor and its implementation – the parliament, occupies an important place among the leading directions of scientific research in Ukrainian jurisprudence. In this context, the long discourse in the professional scientific environment deserves special attention. The comprehension of the formation of the institution of parliamentarism in the western Ukrainian lands is carried out taking into account the differences of socio-political and socio-economic situation of these lands, on the basis of specific historical research and historical-legal synthesis of parliamentarism. The path from the specific to the general is marked by scientific analysis of individual stages of development, which accumulates numerous and important historical and legal processes. This primarily concerns the idea of parliamentarism - the leading idea of Ukrainian constitutionalism, the formation of parliament as a representative, legislative state body, clarifying the interdependence of parliamentarism and parliamentary law. The actualization of the historical and legal approach is conditioned by the need for an in-depth study of the rich documentary heritage preserved in numerous funds of state archives and scientific libraries. In addition, the analysis of historiographical publications is an important component of scientific research in the process of studying the history of parliamentarism, which is commensurate with the main trends in the interests of Ukrainian historical and legal science.
