Hykalo Y. Improvement of mechanisms of state management of higher military education

In the dissertation the topical scientific task is solved, which consists in substantiation of theoretical and methodical bases of formation of state policy in the field of management of higher military education, development of the author 's approach to improvement of mechanisms of state management of higher military education in Ukraine, definition and substantiation of practical recommendations for the modernization of the educational system in the context of reforming the Armed Forces of Ukraine, the military conflict in the East of Ukraine and North Atlantic integration. A review of the scientific discourse on the formation of state policy in the field of public administration of higher military education; a conceptual and categorical analysis of the subject space of the study of state policy in the field of public administration of higher military education was carried out; the basic historical, legal and administrative bases of formation of the state policy of management of the higher military education are considered. The international experience of public administration of higher military education of NATO member countries and other countries of the world is analyzed; the problems of functioning of the system of training of military specialists in Ukraine in the conditions of military conflict and Euro-Atlantic integration are covered; the peculiarities of the development of the military art of the Cossack Sich and the possibilities of its implementation in the modern Ukrainian army are characterized; the ways of transformation of the state management of military specialists training to NATO standards are substantiated. An innovative model of public administration of higher military education in Ukraine is proposed, which is based on modern theoretical and methodological approaches to the complex interaction of government entities (public authorities, military universities, public institutions) and the object of management (higher military education and its components), a new conceptual framework, international cooperation. The directions of implementation of the best national experience of orientation (military specialization) of higher education in the Armed Forces of Ukraine at the tactical, operational, strategic levels are developed. The ways of formation of three-dimensional key professional military competencies as the main component of professionalization and deepening of specialization of military specialists of the Armed Forces of Ukraine in the conditions of ATO-OCF («hybrid» war of the Russian Federation against Ukraine) aimed at activity functioning and personal dimension of thinking are revealed
