Object of research: human capital development processes. Purpose: theoretical and methodological substantiation of the development of the state policy of human capital management in the conditions of the socio-economic development of Ukraine. Methods: factorial, regression analysis, methods of multidimensional scaling, quantification, non-parametric analysis, methods of comparative, dynamic and comparative analysis, method of decomposition, monographic research... Results: an important scientific task was solved, which consists in the theoretical and methodological justification of the development of the state policy of human resources management capital in terms of socio-economic development of Ukraine. Novelty: for the first time, attributive features of the system of human capital formation in the conditions of socio-economic development of the state through investments in education were developed according to the following structure of constituent elements: objects of investment in the field of education; investment forms; directions of investment; the nature of participation in the formation of human capital, investments in the formation of specific human capital; improved: determination of the imperatives of the state policy of human capital development in the conditions of socio-economic development, the model of human capital development in the state policy of socio-economic development of Ukraine, the scenario approach to the development of the professional education system during the transition to the post-information scientific and technological system of society, the classification of state policy drivers development of human capital in the digital economy; received further development: the systematization of concepts used in the theoretical constructions of the state policy of human capital management in the conditions of socio-economic development by specifying them in the composition of economic opportunities, the study of the process of transformation of the concept of human capital from the point of view of its relationship with economic growth, which occurs in in the direction of understanding the role of economic growth and related investments in innovation as the main engine of the development of professional education with the help of quantitative and qualitative measures of its contribution to formation, approaches to justifying the model of interaction of the educational services market and the labor market in the context of the formation of human capital, approaches to identification of new vectors in the strategic management of processes related to the accumulation and use of human capital in the conditions of the development of the digital economy through the modern interpretation of determinants.
