The study focuses on three spheres of institutionalization of civil society: axiological, communicative and motivational-behavioral. A comprehensive strategy for the construction of civil society is proposed, aimed at creating an understandable, attractive and consciously accepted system of social relations. It is important to establish a new concept of the development of society through the formation of social conditions and a new socialized structure of the state, which contributes to the general civil construction.
The study improved the interpretation of the concept of "legal culture" as an important component of civil society. Legal culture is considered not only as a set of knowledge about law, but also as a system of value-normative attitudes that shape the political and legal consciousness of citizens. It plays a key role in the development of legal behavior, promoting compliance with legal norms and maintaining law and order in society. The study emphasizes that legal culture is the foundation for self-organization and self-government, ensuring the necessary level of individual legal awareness and integration of citizens into a single system of social organization.
In addition, the work highlights the relationship between religious and legal values in the context of legal awareness of citizens. It has been established that religious values, integrating with universal values, influence the formation of legal consciousness, since religious and legal consciousness are in many cases closely intertwined. This approach is manifested in the need to take into account religious aspects in the process of building a legal state and civil society. Religious and legal values can exist in parallel, but it is important to correct the potential negative impact of religious beliefs on public consciousness, which will contribute to a deeper understanding of the processes of legal culture formation in society.
In addition, the author reveals two main approaches to the definition of civil society: heterogeneous, which interprets it as a set of social relations that oppose the state, that is, as everything that is not the state, power, politics or bureaucracy; and functional, representing it as a form of existence of market-democratic relations.
It is noted that the problems of civil society attract the attention of both Ukrainian and foreign specialists. Analyzing this process, the author faced the problem of the lack of an established definition of the phenomenon of civil society, the ambiguity of the boundaries of its interaction with the political and state spheres, as well as ongoing discussions about its functional characteristics. The importance of a deep understanding of the institutions of civil society is emphasized by their role in the formation of legal culture, which affects the socialization, self-realization and legal awareness of citizens, and is a necessary condition for the stable development of the state and society.
