Nianko S. Global problems of human rights in the context of the implementation of the functions of modern states.

The study carried out a thorough analysis of the functions of modern states, which are carried out in the field of global human rights. In the context of rapid changes in the world, where society is faced with new challenges, there are global problems of humanity that need to be solved and protected, the very functions performed by modern states are a system of checks and balances, as well as a source of normalization of global problems of humanity. The functions performed by the state in solving global human rights problems are subject to constant dynamics and changes. Thanks to new technologies and the evolution of the field of human rights protection, the role of the state in this field is being revised and adapted. Functions previously performed by the state may be considered obsolete and require a new approach and innovative vision. Despite the importance and expediency of this issue in terms of the functioning of the modern state and civil society and the existence of global human rights problems, it is worth noting that scientists have not always drawn parallels regarding the implementation of functions by the state in this area at the current stage. Many studies are limited to a historical and comparative legal nature, not taking into account the rapid pace of development of humanity, technology, international relations and the legal problems that arise at the same time. A thorough analysis of the implementation of functions by modern states in the field of global human rights problems shows the need to introduce new functions into the scientific and legal circulation. This is due to the rapid development of the activities of states and the world community, as well as the emergence of new categories of global problems. The boundaries of the state's functions in the sphere of state and national security are reviewed taking into account the modern interpretation of these concepts. Special attention is paid to the expansion of the concept of “security” and changes in the structure of threats to national security. New types of threats are coming to the fore, such as cross-border threats, illegal immigration and cyber security. This expands the boundaries of the state's activities and its functions in ensuring national security. Within the framework of the study, the systematization of global human rights was improved and it was proposed to improve the system of awareness of the population about their rights in the context of global human rights, which consists in the inclusion by the state of knowledge about human rights in the education system at all levels of education. It is proposed to improve the development and implementation of educational programs that will cover the history of human rights, their basic principles and protection mechanisms. Another important aspect is awareness of the role of the state in ensuring citizens' rights to free access to information. In the globalized world, states face the problem of disinformation and propaganda, which can negatively affect public opinion and international relations. Therefore, states should develop effective strategies to combat disinformation.
