The thesis renders an account of problems of setting up a reliable business activity regulation mechanism in the Ukraine through the instrumentality of fiscal regulation and stimulation. A technique of tax payers' financial status analysis is enunciated. A new scheme of tax collection work providing for a tax payers' business activity effectiveness and his ability to meet taxation liabilities is put forward. Application of the keynotes of the paper to practical work has proved j to be at extensive use at Illitchevsk and Central District Revenue Administration of the city of Odessa.
