The Thesis contains the research results of the administrative solutions efficiency level in various creations of the national economy of Standalone Republic of the Crimea. The system of administrative solution of problems is developed. The algorithms of creation of special (free) economic zones, rationalization of the organizational and administrative mechanism and problems solution technology are simulated. The main ways of increase of competitiveness of the administrative problems solutions systems are revealed.
