The conditions, main ways of development, specific features of goverment activity in housing sector. Methods of research: economic-statistical, scientific prevision, expert valuation. The following ways were proposed for reforming of housing sector: implementation of the effective demand policy, design of the system of private-collective-public financing, introduction of system of full-coverage of utility costs. Mechanizm of coutrol and audit of tariffs for utitity services is beeing realizad. The sphere of usage is housing and investment sector.
