The dassertation describes regional segment as a principle one in the structure of the industrial countries press, and contains suggestions of its development for Ukrainian mass media. Regional nature of the press in the USA is a vivid example of this. Due to advantages of locality a newspaper solves effectively the problem of control over the democracy in the regional policy-making.
