Yanukovych V. Managing the Development of Large Industrial Regional Infrastructure

Object of research: the system of a regional economic complex of Donetsk area, as most advanced industrial region of Ukraine which seems enough representative for studing problems of development of an infrastructure in the region of the country. The purpose of research: elaboration of theoretical and scientific - applied basics of formation of the mechanism of management of development of an infrastructure in large industrial region, which meets the requirements an economic science and practice of management and provides social orientation of economy. Methods of research and equipment: a dialectic method of knowledge of authenticity, scientific methods of the system approach, expert and economy - mathematical methods of programming, forecasting, statistical, multi-factoral, comparative analysis. Theoretical and practical results: the scientific - methodical and practical decision of a number of questions of formation and development of region infrastructure; preparation of the project of the Law of Uk raine and number of other normative-legal acts concerning creation and functioning of special economic zones and special mode of investment activity on a number of territories, and also in maintenance of practical realization of these acts; the program of socio economic development of region on 1998 - 2000 years and till 2010 are developed and submitted in governmental bodies; the formation of economic policy of region is carried out according to the acts of Ukraine and requirements of objectively working economic laws. Novelty: the conceptual device of a regional infrastructure is filled up; the characteristic of a role of foreign economic relations in development of a regional infrastructure is given; the problems of a substantiation of restructuring of economic complexes in region are investigated and its socio economic consequences are revealed. Not only methodological, but also technical and economic basics of formation of special economic zones, their forming and further development are substantiated. The conception "of territories of priority development" is entered and proved, the prospects of development of miner's cities are determined which have the named status. The basics of legal maintenance of management of a region infrastructure are developed, the necessity of legislative definition of the legal status of area and of distribution of the competence between the central and regional bodies is substantiated. Area of application: scientific establishments in sphere of regional economy; the executive bodies of authority, regional state administrations; local bodies of self-management; higher educational institutions.
