The system historic analysis of development of the domestic cybernetics and informatics is represented. It is concerned with the theoretical apparatus that envelops: the construction of the algebraic-algorithmical, theoretical-probabilistic and optimization foundations of the cybernetics, artificial intelligence theory and so on. The reasons for which the mistakes were made are analyzed, the recommendation is given in order to eliminate their consequences.
