The role of state in regular regulation of economic reproduktion and progress. The analysis of the essence of regularity in transitional economy. The main methods of the research are the systematic method and the method of generalization and the method of scientific abstraction. The results in the theory of transitional economy are obtained: dialectical connection between the regularity and the market and the main sources of the development of regularity’s material base in Ukraine are uncovered; the world experience of regular forming of social-oriented market economy is analysed. The programs of reforming of Ukrainian economy appear as the sphere of utilization.
