Essay

The object is structural reconstruction of Ukraine's economy in the process of social transformation in the 90-s of the 20th - at the beginning of 21st century aimed at the improving of theoretical and methodological foundations of structural policies formation in Ukraine, determination of priority directions and methods of structural changes realization in public economy regulation system at the beginning of 21st century; the methods are historical and logical ones, analysis, synthesis, classification, systematization, economic and statistical, of econometrically design, forecasting; novelty consists in the principles of contemporary structural policies in Ukraine and priorities of public regulation of social transformation processes, based on neoconstitutionalism conceptual grounds; the results are the defined directions of improving tax, budget policies of the state in terms of GDP reflective proportions optimization, sectoral proportions, implementation of structural and innovative changes, generalregulations can be used by public administration institutions in the process of sectoral and functional management of economic processes by implementing structural policy at central (regional, local) levels; it is implemented in normative and legislative acts of Ministry of Economy and Ministry of European Integration Issues of Ukraine, Antimonopoly Committee of Ukraine, Committee on Economic Policy Issies, National Economy Management, Property and Investments of Verhovna Rada of Ukraine, in the learning process; specialty is Public Administration.
