Complex researches of regional economic system development prerequisites and directions are carried out, the role, place and manage - and extension of economic reproduction are defined in this work. Methodological basis (regularity, scientific principles, objects, functions, methods) formation of qualitatively new management system on the regional level is developed. Methodical approach to complex estimation and regional resources potential usage efficiency and management labour is based. Concrete proposals on organizational, informational and lawful guaranteeing of regional management development are offered. The conception of governmental is brought forward.
