Maksimov V. The Methodology of Evaluation and Maintenance of Effective Use of the Region's Economic Potential

Object of research: economic potential of regions in their element and territorial aspects. The purpose of research: elaboration of theoretical, methodological and methodical rules, scientific and practical recommendations concerning an estimation of economic potential of region, mechanism of maintenance of its effective utilization, system of stimulation and strategy of realization at a regional level. A method of research and equipment: the system approach to complete knowledge of intrinsic bases of a category of economic potential, method of the complex analysis of social and economic processes, economic-mathematical modeling, logic generalization, comparative and statistical analysis. Theoretical and practical results: the theoretical meaning consists in the complex and system approach to the decision of a problem of formation of the concept of local self-management in view of using of estimations of economic potential at a regional level. The basic rules are lead up to a level of methodical elaboration's and practical recommendations concerning maintenance of an effective utilization of economic potential at a regional level. The results of research assist increase of a level of theoretical and practical preparation of the decision of problems of formation of the balanced regional policy in Ukraine. The scientific novelty of the received results consists in formation of the conceptual approach to the decision of a problem of an estimation of efficiency of functioning of a regional social and economic complex on the basis of comparison of size of economic potential and volume of a total regional product, which allows to define a degree of using of available economical resources. The new approach to formation of the concept of social and economic development of region for the first time is proved; the concept of an estimation and maintenance of an effective utilization of economic potential at a regional level is submitted; the mechanism of using of estimations of economic potential of region is elaborated, the recommendations concerning adaptation of elements of organization and management of local bodies of authority to new conditions of managing are formulated and proved. The elaborated theoretical, methodical rules and practical recommendations have enabled to define the mechanism of an effective utilization of economic potential and strategy of its realization at a regional level in Ukraine and, in particular, in Lugansk area. The scientific - applied development are used by development of the Program of social and economic development of Lugansk area on 1999-2010 yy., and also at forecasting parameters of social and economic development during elaboration of the Program of economic and social development of Lugansk on 2002 y. Sphere of using are the scientific establishments on a structure of scientific work in sphere of research of development of productive forces and regional economy; the executive bodies of authority, regional state administrations, branch bodies of management; local bodies of self-management; higher educational institutions.
