Object of the Research: economic environment of the recreation territories on the regional level. Purpose of the Research: working out methodological and methodical grounds, practical recommendations concerning developing and introducing the innovative mechanism of effective recreation territory development in the conditions of transforming economy. Methods of the Research: system approach towards studying the mechanisms of territorial development, economic-mathematical modelling, logic generalization, kvalymetrics, marketing researches, comparative and statistical analysis. Theoretical and Practical Results: theoretical value is demonstrated by the system approach to solving a problem of grounding such a concept as mechanism of developing and transforming recreation territories on the regional level. The main points are brought to the level of methodical groundwork and practical recommendations concerning working out the mechanism of recreation territory development and putting this mechanism into practice. The theoretical, methodical concepts and practical recommendations, which have been worked out, gave the opportunity to define the mechanism of effective using recreation territories on the regional level in Ukraine and, in particular, in the North Azov Region. The scientific applied groundwork was used while working out the Territorial Community Statute, the Regional Tourism Development Program, and Strategic Development Plan for Berdyansk city (for the period of 2000-2015). For the first time in Ukraine the international control system of quality ISO 9001:2000 on municipal services was introduced at the City Administration - the local self-government institution. Scientific Novelty: grounding new scientific concepts and ways of increasing the economic efficiency of recreational territories on the basis of the formulated concept - mechanism of the recreation territory development in the conditions of transforming regional economy. The dissertation is the first complex research in domestic regionalistics about the complicated mechanism of recreation territory development. Recreation territories are open systems, which get developed and transformed under the influence of different internal and external factors. For the first time the integrated character of regional management was grounded; the paradigm of developing regional economic systems on the basis of corporative approach was presented; economic profitability of recreation claster's functioning was proved. Sphere of Use: scientific institutions working in the sphere of regional economy; executive authorities, regional and district state administrations, branch management organs; local self-government institutions; higher educational institutions.
