Object of research. Formation and maintenance of employment of the population of Ukraine. The purpose of research. Development of theory-methodological bases and creations of social conditions of functioning of the mechanism of regulation of employment of the population of Ukraine within the framework of maintenance of its safe ability to live. Research receptions. The system - structural analysis, mathematical modelling, expert estimations. Theoretical and practical results will consist in development of conceptual bases of regulation of the market of employment and formation practical recommendations and methodical bases of regulation of employment. Novelty. The concept of technological system of formation of elements of labour market as complete, open, organized and adaptive structure from nonuniform components is proved from positions of the theory of systems, that has allowed to determine a level of autonomy of system, its organizational structure and functions, actions on improvement of adaptability, strategy of optimization; methods of modelling of system of formation of employment. In comparison with existing, modern mathematical methods of the common theory of the systems, adapted to features of the market of labour, and also grapho-analitical methods, the concretized parameters, restriction, functional dependences are used; methods of a complex esti-mation of formation of employment system. In comparison with known methods the bigger degree of integration with model of formation of elements system of a labour market that allows to make an estimation more representative and useful to solve problems on optimization is achieved. Degree of introduction. Results of the dissertation are used in practical activities Kievan City and Kirovograd regional centers of employment. Methodical development have found displays in work of Kharkov Regional Management of Statistics, and also are used in educational process of Kharkov National Academy of Municipal Economy.
