The questions of forming of organizational and economical mechanism of social development of region under forming the market relations. The complex research of problems of the forming of regional social policy of state as component of market economy. The methodology and new approaches to forming of variants of development of Ukraine are worked up. It is proved that formation and development of local and regional self-government, implementation of effective regional policy are possible only provided implementation of the model of social state. The investigation of the role of civil society and social partnership in formation of socially oriented market economy has been deepened and their functions have been analyzed. The approaches to the strategic planning of social and economic development have been studied. Strategic planning was treated as a tool for making and implementing managerial decisions to use natural, material, financial and human resources in the most effective way. The methodology and methods of social and economical rehabilitation of region of radioactivity pollution are worked up, the ways of their realization are proposed.
