Shutov M. The Organizational-economical Gear of Development of a System of Public Health Services in Locale

Object of research: the new economic relations arising during development of public health services in region in conditions of market transformations. The purpose of research: complex elaboration of the theoretical approaches, scientific-methodical rules and practical recommendations of organization of the effective mechanism of economic development of system of public health services in region under conditions of formation of the market relation. Methods of research: abstract-logic, qualimetric, economic-mathematical modeling, method of marketing researches and system-structural analysis, cartographical method. Theoretical and practical results: the theoretical meaning consists in the system approach to the decision of a problem of formation of the modern mechanism of regional development, in particular of public health services. The concept of development and transformation of system of public health services is determined and theoretically proved. The basic rules and conclusions are lead up to a level of the concrete practical recommendations. They were used at formation of the decision of a Cabinet of the Ministers of Ukraine "About the statement of the Program of granting to the citizens of guaranteed state free-of-charge medical aid " and preparation of the project of the Law of Ukraine "About financing public health services and medical insurance"; they have found practical application in work Donetsk regional state administration, Donetsk regional department of public health services, Donetsk urban council, Dzerjinsk urban council and are used in educational process. Scientific novelty: the work is the first complex research in domestic regional economy on a problem of formation of the mechanism of development of system of public health services in region which developing under influence of the external and internal factors. The new approach to pricing of medical services is submitted allowing to reveal expediency of the market relations in public health services; an estimation of readiness the population to partial financing and payment of medical services for the first time is given; enter into a scientific revolution of concept of the market of public health is offered; the concepts of medical service as goods of the medical market are investigated; the concept of the mechanism management of system of public health services - necessary compound system of life-support of the population in region is proved; the regional policy of distribution of the state budget is proved in view of alignment of health of the people; the concept of marketing management of activity of hospital establishments. Sphere of use are the scientific establishments on a structure of scientific work in sphere of research of accommodation of productive forces and regional economy; regional state administration, local bodies of self-management, branch bodies of management on elaboration and realization of strategy of development and transformation of system of public health services of the population; higher educational institutions.
