The dissertation focuses on researching the foundamentals of development Foreign Language (FL) teaching competence of pre-service primary teacher and its practical implementation in a teaching process. The research based on culturological and learner-centred approaches has resulted in collective outcome of pre-service methodological training of FL primary teachers. In the context of learner-centred approach the students' characteristics have been summarized. The objects of students' personal and methodological training have been specified. The list of FL teaching knowledge and skills of primary teacher has been defined. The components (aim, content, classroom organization, teaching methods and techniques) of the system of pre-service methodological training of FL primary teachers have been modernized. According to the European Credit Transfer System the multilevel process of development FL teaching competence has been modelled. The students' levels of acquiring knowledge and learning skills have been defined. Subsystems of formative and summative assessment of a process and individual result of development FL teaching competence have been modelled.
