. Economic processes which take place in base industries of economy (coal industry and railway transport) in their economic transformation in the conditions of co-operation are a research object. A research purpose consists in the ground of theoretical and methodological approaches and conceptual bases on the improvement of the operating system of gosregulirovaniya. Realization of purpose consists in the improvement of machineries of government control of base industry. Methods of design, comparative economic analysis, expert estimations, concomitant changes, formalization, systems approach, multifactor prognostication, empiric research, logical design, programing, graphic method and others.Theoretical and methodological approaches assume studying a status and job of a fuel and energy complex, and, first of all, the coal industry, definition of tendencies of its{*her*} social and economic development and a degree of interaction with branches of a transport complex, and also development of a direction and levels of social and economic development on prospect which assumes the future practical realization.The urgency of definition of priorities of development of coal branch as strategic element of thermal power station displays basic approaches of the Cabinet concerning creation on new economic bases of the mechanism of management, planning and regulation of branch in conditions of an astable environment. The practical value of the got results consists in development of suggestions on the improvement of organization of management, planning and adjusting by development of coal industry. Recommendations on forming of tariff policy of transportations of coal products are developed by a railway transport Basic scientific positions and conclusions of dissertation are offered for development of conception of development of industry, with the purpose of acceptance of decision on forming of strategy of the balanced development of base industries of economy of Ukraine. Novelty of results: the developed theoretical bases of conception acceptance of decisions on a macrolevel about direction and level of economic development of region; a problem is considered and is proved about expedience of consideration of all complex of economic factors; approaches from stimulation of investment processes in a coal region are offered; methodological approaches of interdependent estimation of indexes of work of two base regions ofeconomy are developed - coal industry and railway transport; it is developed and offered notion vehicle: "openness of national economy РEK", "dead centre 1 t. commodity coal", "dumping margin of coal", "optimum ", "dynamic-chronologic model"; conceptual bases from forming and development of restructuring in a coal region are grounded, which take into account the not earlier analysed criteria, and provide the conclusion of region from unprofitable to profitability; classification of basic macroeconomic indexes is developed; it is proved on expedience of the formed structure of cargo transportation of coal per a rail and the offered variants of optimum models of these transportations in present time and prospect; it is developed to the model from organization of management, planning and adjusting by production expenditures in part of lines in whole on Mіnpalivenergo and on the separate unions and enterprises.Critical judgements of modern lines of development of the coal industry of Ukraine has allowed the author to develop specific proposals concerning formation of the organizational - economic mechanism of regulation stable and without crisis functioning of the enterprises and associations.Degree of introduction.
