Slukhai S. Intergovernmental transfers under systematic economic transformation.

The dissertation is dedicated to the investigation of intergovernmental transfers under economic transition. The nature and essence of intergovernmental transfers as a form of intergovernmental fiscal relations is depicted, their types and influence on the local government behavior and economy as a whole are analyzed. The retrospective of transfer relation concepts is analyzed in the context of economic theory development, as well as the basic constituents of the modern paradigm of the transfer theory. It is shown that the peculiarities of the transfer system design significantly affect the public sector performance. Such factors as economy growth rate and macroeconomic equilibrium significantly influence the composition of transfer relations. The gains and problematic points of intergovernmental transfer development in Ukraine are highlighted, recommendations concerning the improvement of the governmental transfer policy are formulated.
