Conceptual features of economic uncertainty of transitive economic systems of emergent type have been validated, which is revealed in the following uncertainty characteristics: quantity- uncertainty grows (the peak of uncertainty resulting from informational shock) quality - strategic uncertainty, - uncertainty of development, - complex uniting and linking micro- mezo-, macro-, meta uncertainty with the domination of the latter, - uncertainty becomes an essential institution of economic management as a result of constant dynamic changes in the system. 8. The effect of conjugacy of economic system uncertainty and its reforming has been revealed, that lies in the stipulation of the necessity of reformatory actions and their qualitative parameters by uncertainty, its type and kind. Performing reforms transforms uncertainty, changes its level, that requires adjusting further actions by the further reforming, de-forming, counter-forming. 9. The following essential features of preventing reforms have beensingled out: - the planned character of changes, that are performed, when the society is in a stable condition - their essence is in the creation of new formal institutions, that are capable of becoming the catalyst of the system self-development by creating conditions for constant transforming informal institutions. - organic uniting of mechanisms of conglomeration and stimulation due to the institutionalization of intellectual activity and intellectual property in the form of their expanded implementation in the intellectual capital. - low social price, as preventing reform as a technology of developing post-industrial civilization is performed only in the form of society oriented changes, previously tested as for their outcome. 7452
