Object of research. System of economic attitudes(relations) which arise during the organization of construction and reconstruction of railways. The purpose of work is development of theoretic-methodological bases of improvement of system of designing of construction and reconstruction of railways due to optimization of use of financial, time and machine resources. Research receptions. The system analysis; a сclassifications-analytical method; economic-mathematical methods; methods of the analysis and synthesis, comparative characteristics; a method of logic modelling; an abstract - logic method. Novelty consists in a substantiation of conceptual basis of development of transport systems; to development of conceptual model of interrelation of time, resource, financial and organizational potentials the Degree of introduction. The results of research received by the dissertator are introduced into practice of work Ukrzaliznitsya, joint-stock company " Hargiprotrans", the Kharkov regional state administration and other establishments. Results of research are used in educational process of the Ukrainian state academy of a railway transport.
