Object of research: Principles, methods, instruments and economic mechanism of management by socio-economic development at regional level, are a research object. A research purpose consists in the ground of theoretically-methodological and scientifically-methodical bases of improvement of management by regional socio-economic development on the basis of optimization of interbudgetary relations and transfer policy, system introduction of principles of public compensative policy and support of regional special investment projects and programs in the conditions of transitive economy. Methods of formal-logical, system-structural and comparative analyses, economically-statistical, methods of modeling and prognostication and other. The problem of improvement of the financial providing of social sphere system, interbudgetary relations and transfer policy, of introduction of public compensative policy principles, behaves to the most essential theoretical tasks of economic science. The decision of the indicatedtasks is impossible without substantial perfection of economic mechanisms of government control, introductions of methods to forming of budgets of base level on the basis of social standards. Further research objective pre-conditions and logic of development of management by the difficult socio-economic systems need. There is imperfect also the control system by a social sphere. The practical value of the got results consists in that the substantive provisions expounded in dissertation, taken to the level of methodical developments and practical recommendations. They are intended for the use in practice of estimation and prognostication of level of socio-economic development of regions, determinations of base norms of deductions in compensative funds, forming of budgets of base level on the basis of social standards, calculations of coefficients for the correction of interbudgetary transfers, determinations of norms of rationing payments of investors (person buildings) on development of social and engineer-transporting infrastructure of settlements. To the results which have the practical value, suggestions which touch belong: estimations and prognostications of socio-economic development of human potential, ground of strategy of structural modernization of economy, forming of favorable investment environment and regional innovative policy; prognostications of socio-economic development of territories. Novelty of results: theoretical bases and scientifically-methodical approaches are developed to the decision of economic problems of management by regional socio-economic development; principles are grounded and directions of perfection of the control system are certain in a social sphere at regional level on the basis of systems analysis of objective pre-conditions of forming, development, unity and contradictions of modern theories of management by the difficult socio-economic systems; the aggregate of scientifically-methodical principles is offered and the methods of two-tier estimation of efficiency of administrative decisions are grounded in a social sphere: at first level those decisions which respond to request the assured social standards are entertained only; on the second - the result of administrative decision concerns as an economic effect; new theoretical and scientifically-methodical approaches are offered high-quality to forming, introduction and realization of public compensative policy on the basis of forming of off-budget compensative funds as sources of refinancing of charges on social measures; grounded and offered organizationally-economic mechanism of management by investment activity in a region which allows to take into account co-operation of organs of management by investment activity; necessary and sufficient optimum operating conditions are certain basic subjects of investment market of region and norms of payments of investors in development of social infrastructure of settlements of region.
