Malahova N. Natural monopolies: essence and institutional of the state regulation system

The processes of functioning of the natural monopolies commodity markets and processes of institutionalize government control come forward a research object. A research purpose is determination of theoretical bases of the institutional system of government control by natural monopolies in the conditions of the Ukrainian economy transformation. Research methods: retrospective, comparative, system, statistical analysis, dialectics of ascent from abstract to concrete, institutional approach, graphic and mathematical design. Results, novelty: a new methodology approach to determination of economic essence of natural monopolies is inculcated. On the basis of combination of institutional approach with a dialectical method the systems analysis of commodity properties of services is carried out and new types of commodities are exposed. The specific of commodity markets of natural monopolies through logical determination of effect from the scale of commodity issue and quantitative ground of tendency of averagecosts decreasing is exposed. A new methodology of interpretation and calculation of marginal and average costs is offered.
