Essay

The dissertation develops a concept of foreign policy mechanisms through the system of the triad of interests to be protected: individual - state - international structures. It analyses problematic issues that constitute foreign policy challenges to the Ukrainian state and suggests concrete ways of their resolution.The dissertation proves that in conditions characterised by formation of a new paradigm of international relations, the role of foreign policy mechanisms that are able to provide national security significantly increases. The necessity to implement them is conditioned by internal needs of the state as well as by the requirement to ensure a security component of the foreign policy.The research provides analysis of the evolution of state sovereignty and the balance between national and supranational components in the policy of Ukraine. It looks for an acceptable concept of symmetric and asymmetric cooperation of Ukraine and justifies a preferential choice of the strategic partners.The actual stage of Ukraine's development is characterized by formation of a new foreign policy paradigm that will correspond to realities of modern multilateral world that treats as equals the East and the West, the North and the South. We can foresee that although key interests of Ukraine and its leading partners won't coincide, their approaches to conflict resolution on unilateral as well as on multilateral basis, including those conflicts occurring on the CIS space, may get closer. At the same time general threats that challenge global stability (energetic threat, terrorism, drug trafficking, etc.) will bring together interests of Russia, Poland, Germany and the United States that traditionally play the role of leading partners and allies of Ukraine.Analyzing a complex of national ethnic policy issues as a factor of international security of Ukraine, the author proves that the problem of human rights protection becomes especially important. This concept has two dimensions, an external and internal one: anumber of countries treat the issue of ethnic minorities as a main criterion for further development of bilateral relations. At the same time a balanced ethnic policy of Ukraine promotes a dialogue on all the levels including possibility to assert the rights of Ukrainian Diaspora abroad. There is a dependency between the recognition of rights of ethnic minorities and the level of development of bilateral cooperation with the countries of their origin.
