The thesis is devoted to scientific substantiation and development of conceptual model of state quality management system in health care by implementation of medical standardization. Developed by using of systematic approach, model envisage including of previously spread out quality control elements and introduction of new one, reciprocity of which adds it new qualities, complexity of solution, determine the boundary, principles of activities, priorities of development, constitutive and structural elements of medical services, peculiarities of management and organisation of cadre and informational ensuring, guaranteed standards, quality and its management in modern conditions of branch development.
