Dissertation is devoted the problems of saving and improvement of health and introduction of the system of his guard. Certainly, that the system of health protection needs purposeful address influence on minimization of most issues of the day the limited financing, arriving at optimum efficiency, that developments and introductions of the Government having a special purpose programs experience of which is accumulated during the last decade. Probed, that the Government having a special purpose programs are accepted although and brought in a positive contribution to providing of medicare a population, but only decreased the rates of negative dynamics of the state of his health, that found out their insufficient efficiency. Grounded Conception of development and model of introduction of the Government having a special purpose programs on the improvement of level of health and continuation of mean time of high-quality life of citizens, in accordance to which come forward obligatory constituents: complex dynamic analysis of problems of the state of health, epidemiology and social weight of problem disease, climatic and ecological features of territory and socially-economic features of population.
