Thesis analyses factors, common features and peculiarities of political-systematic transformations in the region of Eastern Europe. For resolving a scientific problem there was developed a model on the basis of American neorealistic school. Advised periodisation of transformations is: 1) 1989 - 2004; 2) 2004 - up to nowadays. It is proved, that the success of the reforms depended on external factors more than on internal ones. In the work it is demonstrated: 1) the uprising influence of USA and NATO; 2) the reverse connection of transformations of Eastern Europe with renewal processes in the modern system of international relations; 3) the dependence of potential transformations from mental peculiarities of East Europeans. The most important problems of transformations are being examined, considering the stage at which they are being solved up to the moment of the 5th EU enlargement.
