3. The purpose of the research: development of theoretical and methodical basis of innovation development management in libraries of Ukraine on conditions of their functioning on document- informational and information-cognitive changes in the sphere of library under the condition of productive function of the library as a subject of informational market and an element of informational infrastructure of the society has been developed.Scientifically proved recommendations as to the management of innovative development of the library have been given. The model of innovative policy with systematic and multilevel character has been developed.
