Podolyaka V. Scientific grounds of the model of hospital aid optimization in the industrial city

The dissertation is devoted to the scientific ground of the modern model of the hospital aid to the population in the industrial region as the existing system does not provide a sufficient level of the medical and social efficacy of the hospital aid and the rational usage of resources. The main short comings in the organization of the hospital aid to the population (by the example of Donetsk) has been determined. In the investigation the main causes of the low efficacy of the bed fund usage and their influence degree, which have a legislative normative character, have been established. The investigation has grounded the system of the formation of a number of the institutions on the principles of the systemization and the functional unity persisting obvious elements of the existing system, simultaneously fulfilling functional-structural optimization according to bed-fund differentiation depending on the application intensity, the foundation of the types of large hospital centers, broading the hospital treatment in accordance with real requirements. It has been grounded that on the base of optimized model it is expedient to put the change of financing principle of hospital maintenance on the method of a global budget in accordance with the volume and quality of the medical aid.
