Essay

A research object is the system of public administration of education of students specializing in management (ESSM). A research purpose is a ground of scientific principles of innovative mechanisms of public administration of ESSM in the context of modernization of administrative education. Research methods - scientific abstraction, analysis, synthesis, historic character, logic, induction and deduction, system-structural, system, conceptually-comparative and logical-structural analysis, system modeling. The practical value of the got results consists in that they found a reflection at all levels of public administration of ESSM. The scientific novelty of the got results consists in that first expedience of introduction to the system of scientific cognition of new scientific approach - attributive - grounded; the necessity of activation of innovative mechanisms of the state influencing on the basis of introduction of public attributive administration is proved; the innovative mechanisms of the administrative influencing on ESSM in the context of system design are formed. Classification of innovative mechanisms of public administration administrative education, which determines the basic signs of innovation mechanisms; operating innovative mechanisms of public administration administrative education as attributive systems: standards of administrative education, accreditation, control of knowledges of students and informative facilities of influencing; conception of innovative mechanisms of public administration the system of continuous formation of managerial staff, which belongs to the class of the attributive systems with structurally-judicial attributiveness; theoretical-methodical approaches of determination of efficiency of introduction of mechanisms of public administration are improved. Deepening of theory of attributiveness on the basis of determination of five aspects of its display; conceptual principles of forming and development of administrative type of thought by creation for the students of administrative specialities of professional administrative language and generalization of complex of factors which form the basic signs of future specialist in industry of management and instrumental in achieving success in professional activity; the innovative mechanisms of public administration of ESSM on principles of attributive educational book and cycle of disciplines on bases of teaching of student got further development.
