Kronos O. Mechanisms of implementing the state policy in the sphere of social-and-labour relations: branch aspect

A research object is a public social policy. A research purpose is a scientific ground of theoretical-and-methodological principles of development and functioning of mechanisms of realization of public policy in the field of social-and-labour relations (SLR). Research methods – generalization, statistical, comparative, situation and economic analysis, synthesis, comparison, working out in detail, analogy, sociological, structurally-functional, expert estimations, content-analysis. The practical value of research results consists in forming of modern paradigm of SLR and in this connection conceptual approaches toward a choice criteria and indexes of estimation of the state of SLR in a region. The scientific novelty of the got results consists in that essence of modern paradigm of SLR, which consists in the necessity of passing to forming of new type of relations of labours, answering the level of modern innovative-investment production, is grounded first; the factors of forming of public policy in the field of SLR are determined; mechanisms of realization of public policy in the field of SLR in a region, being based on basic macro-guideline of optimization of SLR, offered. Methodological approaches to development of scientific looks to the social setting of the state, consisting in that the state forms a social policy, stimulates its realization and forces to its implementation; directions and ways are realizations of public policy in a region, foreseeing creation of legal base of SLR according to the strategic aims of socio-economic development of Ukraine; conceptual approach to development of indexes for the analysis of degree of realization of tasks on the increase of the labour productivity and the wage in relation to the certain goals of priorities, which represent the dynamics of change of tendencies in achieving one or another purpose, improved. Methodical approach in relation to the state and progress of mechanism of realization of public policy trends in the field of SLR, consisting of aggregate offorms, methods, levers of influencing of the state on the state of SLR; theoretical ground of progress of SLR trends in the conditions of transitional economy; methods of the use of foreign experience of realization of public policy in the field of SLR in part of payment of labour; principles of strategy of forming of SLR of market type; scientific approaches to determination of operating aims in relation to growth of the labour and production productivity and enterprises got further development.
