Atamanova U. The main problem of the systems economic-law regulation of the relations in the innovations field.

In the thesis it is generalized and proposed a new decision for a scientific problem which refers to working out (creation) conceptual and methodological basics of the systems economic-law regulation of the relations in the innovations field and to improvement the economic-law providing of the realization of state innovation policy. It is researched the nature and peculiarities of the innovation relations. Their definitions are made. It's argued that innovations relations have complex character and combine some simple relations which exist throughout the innovation process. It is analyzed the substance and indication of innovation activity. The sense, types and signs of the object of innovation activity are considered. Their definitions are proposed. It is researched the question about correlation of innovations and intellectual property. The main functions of innovations are set up. It is found the peculiarities of innovations which are used as criteria for ascertain which objects of intellectual property are the basic and additional elements of innovations. It is proposed to use as a methodological basics for the systems economic-law regulation of the relations in the innovations field the structure of the national innovation system. There are three main types of relations which arise during the functioning of the national innovation system: (1) relations which arise throughout the innovation process; (2) relations which arise during interaction with innovation infrastructure; (3) relations which exist in the market of innovations. It is given attention to the subject, content and mechanism of the realization of the state innovation policy as a tendency of the state economics policy. The matter of the state innovation policy is to compose the effective national innovation system for which state realizes providing, coordinating and control functions and to provide conditions for its development. It is made the propose to pass a complex law that will be the fundamentals of the state innovation policy and the main law of the innovation legislation.
